The Events and Outreach Officer will be a member of a 3- to 5-person advocacy team and will be responsible for organization and oversight of Freedom House events and the creation of promotional/educational materials. Responsibilities will include, but are not limited to establishing budgets for events, managing and coordinating all event logistics such participants¡¦ travel arrangements and securing of appropriate venues. In addition, the Outreach officer will be responsible for the creation, design and layout of promotional materials such as brochures, project descriptions, and the Freedom House annual report.
KEY RESPONSIBILITIES:
*Overseeing the Planning and Implementation of Events
The Events and Outreach Officer will work with the advocacy department and other relevant staff in organizing and overseeing U.S.-based Freedom House events, including conferences, roundtables, award dinners, receptions, etc. Responsibilities will include, but are not limited to:
- Working with relevant staff to establish a budget for the event, as well as determine specific grants or projects to which costs will be allocated.
- Identifying and securing appropriate venues for events, based on the budget, estimated audience, equipment needs, etc.
- Creating invitations/agendas and other event-related promotional materials
- Assisting in and coordinating the invitation of speakers, participants and invitees, including the management and maintenance of RVSPs and the Freedom House database
- Documenting the event, including securing a professional or staff photographer, video or audio taping of the event and filing or storing event photos, invitation lists, agendas, transcripts, etc. electronically and, when appropriate, in hard copy form
- Coordinating other logistics for the event, including speakers¡¦ travel and lodging, securing and identifying interpreters, ensuring that all necessary equipment is secured and set up, and overseeing catering
- Overseeing follow up activities, including sending thank you letters and documenting lessons learned
*Creation of Promotional Materials
The Promotion and Events Officer will work with the advocacy department and other relevant staff in creating promotional materials, such as brochures, project descriptions, and the Freedom House annual report. Responsibilities will include, but are not limited to:
- Drafting text for promotional materials based on existing Freedom House documents (reports, proposals, etc.). This will include close coordination with staff in the advocacy department as well as relevant program and/or publication staff.
- Designing and laying out documents for materials to be produced in-house (e.g., project descriptions, special reports, etc.) and identifying and working with designers and printers for materials to be outsourced (e.g., annual report, brochures, etc)
- Securing printers
- Working with relevant staff to collect photos, testimonials, etc.

The Council's Studies Program is one of the country's largest foreign policy think tanks with a widely respected and influential research staff. The Studies Program's aim is to advance the discussion of American foreign policy and international affairs through its writing, publications, public outreach, and discussions.
The Research Associate will work under the direction of the Senior Fellow, U.S. foreign policy, focusing on political and economic development, education reform and civil society in the Middle East (specifically, the Arab states and Iran, Afghanistan, and Pakistan). Job Summary: The successful candidate will engage with members of the U.S. development policy community, especially senior staffers in Congress and counterparts in development advocacy NGOs, to share CGD research findings and policy analysis in ways that maximize policy impact. Areas of interest include trade, migration, capital flows/financial crises, global health and climate change. The successful candidate will report to the Vice President Communications and Policy Outreach.
Major Duties and Responsibilities: The Senior Associate for Outreach and Policy works with CGD's communications and policy team in its overarching goal of increasing the impact of CGD work on the policies of the U.S., other rich countries, and the multilateral finance and development institutions. Responsibilities include:
Managing CGD outreach with key congressional staffers and members of Congress; inform Hill staffers about CGD work; inform CGD researchers about congressional priorities and positions; and create and build upon opportunities that arise for influencing policy dialogues and outcomes.
Fostering and maintaining relationships with NGOs, embassies, and international organizations to inform them about CGDs work, and inform CGD researchers about key audience priorities and positions. Providing strategic advice on CGD's publications and outreach strategy (including events) to showcase CGD research and relevant development policy issues and to raise public awareness that "development matters." Assist in the design of outreach materials, including print and website content.
Overseeing CGD's public education efforts to help build a U.S. constituency for development through strategic partnerships and dissemination of CGD public education materials. Includes oversight of creation and design of public education materials. Assisting with the preparation of CGD Briefs on development policy issues linked to CGD research, including writing, editing, and identification and articulation of key messages for the advocacy and policy community.
Qualification:
Five to seven years of work experience with one or more of CGD target audiences is required. Preference will be given to candidates with experience in communications and outreach. Capitol Hill experience a strong plus.
A Masters Degree in development or related field is strongly desired. Individuals possessing both knowledge of economic development and a strong communication background are highly preferred. Proven ability to "translate" academic research into language and concepts accessible to target audiences are required. Superb editing and writing and a solid strategic and analytic sense are critical to success.
Individual initiative and ability to work as a team member. Outstanding organizational skills and the ability to work well in a fast-paced environment.

The Africa Poverty Reduction and Economic Management Department (AFTP4) is seeking to locally recruit a highly qualified candidate for the position of Economist in the Accra (Ghana) office. The successful candidate will be mapped to the Africa Region’s Poverty Reduction and Economic Management (PREM) network and will be a core member of the economic team for Ghana, under the overall guidance of the Lead Economist for Ghana, based in Accra, and the Sector Manager in Washington. The Africa Poverty Reduction and Economic Management Group plays a key role in implementing the Africa Action Plan. The Multilateral Trusteeship and Innovative Financing department is in the Concessional Finance and Global Partnerships Vice Presidency (CFP), reporting to the CFP Vice President. CFP’s operational units include CFPMI, which is at the forefront of the Bank's engagement in global funds and innovative financing initiatives; the Global Partnership and Trust Fund Operations Department, including teams for trust fund program management and administration as well as trust fund policy and partnerships; and the Resource Mobilization Department in charge of managing IDA’s operations and finances and its periodic replenishments. These Departments are complemented by a central finance and risk department.
CFPMI was created in mid-2007 in response to the growing demand for Bank engagement in global funds and innovative multilateral financing initiatives. Currently, we have two main business lines: (1) Management of multilateral trust funds and initiatives, for which, CFPMI designs and provides end-to-end trustee, fiscal agency, financial and replenishment management services, recording and monitoring financial and accounting transactions using customized system applications. Long-established multilateral funds managed by CFPMI include the Global Environment Facility (GEF), the HIPC/Multilateral Debt Reduction Initiative (MDRI), and the Global Fund to Fight AIDS, Tuberculosis and Malaria. The cumulative value of CFPMI trust fund pledges/contributions managed is just under $50 billion, nearly 70% of all Bank Trust Funds, with annual disbursements of $4 billion in FY09; and (2) Innovative financing, which involves advising on and managing the design, negotiation and implementation of highly tailored, individual solutions for specific development challenges. Newer innovative financing initiatives include the International Finance Facility for Immunisation, and three initiatives approved by the Bank’s Board in FY09, namely, the pilot Advance Market Commitment for pneumococcal vaccines, the Adaptation Fund under the Kyoto Protocol, and the Climate Investment Funds; these latter three initiatives together comprise expected new funding of about $8 billion.
CFPMI seeks a Financial Analyst to provide portfolio support for designated CFPMI multilateral funds, with a primary focus on the Global Fund to Fight AIDS, Tuberculosis and Malaria, covering financial transactions and operational arrangements for business process and reporting.

The East Asia and Pacific Region presents a dramatic illustration of the principal global
dynamics, opportunities and risks of the 21st century. After making the fastest progress in growth and poverty reduction of any region around the world in the last fifteen years, some countries in the region are poised to become middle-income, and some are preparing to join the small group of high-income countries. Such rapid transformation is leading to the largest shift in rural-to-urban population in human history, generating rising inequality within and across countries, and leaving individuals and sub-national regions behind in the dash for prosperity. Meanwhile, the global economic crisis threatens these gains and countries across the region are being forced to address the consequences for macroeconomic stability, employment and poverty, while re-thinking their development strategies and adjusting to changed growth prospects.
The Poverty Reduction and Economic Management Department in the East Asia and Pacific Region (EASPR) is responsible for the Bank’s work in the areas of economic policy, public sector reform, governance, poverty analysis, and financial and private sector development for this dynamic and rapidly evolving region. In close consultation with field-based Country Directors and in partnership with other network departments, EASPR provides policy and implementation advice as well as financial support to our client countries through a range of instruments that includes analytical work, technical assistance, lending and supervision. In addition, EASPR conducts regional studies and analyses of issues that cut across countries and require a concerted regional response; monitors economic developments across the region through its semi-annual regional updates; and partners with other departments within the region and across the Bank, as well as with relevant institutions in the region, to address key challenges facing our clients.
The unit is highly decentralized with about 60 percent of staff located in the country
offices. The Sector Director provides overall leadership for carrying out the Department’s work
program. Country Lead Economists (one per country management unit) are responsible for the delivery of country-based work programs, and also manage the field office staff working in their respective countries.
Pacific Islands, Timor-Leste, and Papua New Guinea Program. This is one of the most diverse of the Bank’s country departments. The 11 Bank member countries covered by this department range in land area from 183 sq km (Marshalls) to 463,000 sq km (PNG), in population from 19,000 (Palau) to 6.5 million (PNG), in per capita GNI (2007) from US$730 per annum (Solomon Islands) to US$8,210 (Palau). EASPR is reconfiguring its staffing to cover this sub-region, and is recruiting a senior economist with core responsibility for the Solomon Islands and PNG. The Senior Economist will be part of a team, led by a Lead Economist in Sydney, that includes about ten professional staff based in Timor Leste, the Solomon Islands, and Washington.

The Senior Economist will have primary responsibility for the Solomon Islands (Sols) and PNG. It is expected that the work program will be divided relatively evenly between the two countries. Based in the Sols—a family friendly positing where the World Bank opened an office in late 2008—the Senior Economist will also be expected to make extended visits to PNG (regular flights take just under 2 ½ hours). There is a dynamic work program, with opportunities for the selected candidate to help shape significantly the strategic focus of our support going forward.
In PNG, our support focuses on addressing issues associated with the management of a resource rich economy and public expenditure issues. A key focus will be to help encourage and inform a debate in PNG around key economic management issues. An immediate priority is a planned public expenditure review.
In the Sols, a broad analytic and TA program is planned, designed to foster support for the government to develop and implement a reform program to address deep structural issues. The senior economist will be the point person for these efforts, which include analytics as well as significant outreach to and collaboration with government counterparts and donors. In addition, there may be a need for operational support over the near to medium-term to address serious balance of payments and financing gaps. Some of the key areas of focus include macroeconomic management, sources of growth and public expenditure management issues.

Specific Duties of the Position:
The position requires a motivated economist with strong analytical and interpersonal skills, and a commitment to the partnership. The selected candidate will work in close collaboration with the country managers on the policy dialogue with governments. While the work program will evolve, it currently includes:
• Growth Analytics and Policy Advice. Provide analytical support to the Sols and PNG government on ways to accelerate economic growth and poverty reduction. This will involve preparing policy notes and studies on a wide range of issues and working closely with the government, donors and other stakeholders.
• Public Finance Issues. Closely monitor and provide advice on fiscal policy and program priorities, budget management, revenue mobilization and public financial management issues and coordinate policy dialogue between the Bank and government, as well as facilitating interaction with other donors. Undertake economic and budget policy, and public expenditure analysis.
• Country Economist work. Develop and prepare regular Economic Briefs (quarterly), prepare briefs and respond to requests as needed, STRMG reports for PNG (quarterly), coordinate Country Policy and Institutional Assessment (annual), compile and maintain databases, be involved in various outreach activities (e.g., organizing seminars, participating in technical working groups and discussion foras), engage with sector colleagues and country based staff on economic issues, contribute to Debt Sustainability Analysis, liaison with the IMF, and handle other tasks as needed. |
